I, honestly, cannot offer any real suggestions on where to place this in your load order. activate in game? Unsure, as I have little experience manually installing mods.
Download manually, unzip, place ESP file in the "Data" folder of your Skyrim Special Edition's install location, then. Click "Download With Manager" and install as per usual, and override when prompted? Unsure, as I don't use NMM. Click "Download With Manager" and install as per usual, and override when prompted? Krow's -Khadgar Starter Robes, Red: This mod replaces the "Roughspun Tunic," and the "Footwraps" you get at the vanilla start of the game with a red, unarmored "Khadgar's Robes," and "Khadgar's Boots", respectively.

Krow's -Armored Khadgar Starter Robes, Red: This mod replaces the "Roughspun Tunic," and the "Footwraps" you get at the vanilla start of the game with a red, armored "Khadgar's Robes ," and "Khadgar's Boots ", respectively. Krow's -Armored Khadgar Starter Robes, Blue: This mod replaces the "Roughspun Tunic," and the "Footwraps" you get at the vanilla start of the game with a blue, armored "Khadgar's Robes ," and "Khadgar's Boots ", respectively. As a condition, these mods require Archmage Khadgar's Robes SE as a Master. 
For those curious, I have received permission directly form Johnskyrim to make these mods. 4 mods that replace the "Roughspun Tunic," and the "Footwraps" - during the vanilla start of the game with two other items with a set of robes and boots from Johnskyrim's Archmage Khadgar's Robes SE mod.
